HATS Category VIII: Stunning Effectiveness On Wednesday, September 14, 2022 at approximately 0945 CST, IIC REDACTED and I observed establishment manager REDACTED deliver a stun to a beef cow, in the knocking box, with the primary rifle. This animal immediately dropped to the ground with no righting reflex or tracking eye movement observed. However, the stun was determined to be ineffective as the cow then moved to a sternal position (righting reflex), and was observed to move its head away from visual stimuli. The establishment manager quickly delivered another stun attempt using the primary rifle. The stun attempt was observed to contact the animal, but was ineffective as the cow continued to lift her head and demonstrate a righting reflex. The establishment manager immediately retrieved the secondary rifle and delivered an effective corrective action stun, which rendered the animal insensible, and it remained so thereafter. Establishment manager, Mr. REDACTED was notified of the non-compliance and the knock-box was tagged with USDA Reject #B30299667
