On Thursday, July 28th, 2022 at 1:00 pm, CSI REDACTED observed the following Humane Handling non-compliance while performing her inspection for observation of slips and falls, HATS category VII, under the Livestock Humane Handling Task. Production Manager, REDACTED was moving the last group of nine cattle from the farthest pen to the chute area using appropriate handling methods. However, the farthest end of the alleyway was flooded with approximately 3-4 inches of water and waste which caused 3 out of the 9 cattle to lose their footing completely and fall onto their stomachs. All 3 cattle that fell, struggled and slipped when attempting to get up but eventually regained their footing. It was noted that the rubber, woven, traction mats that are normally used to line the alleyway had been removed and were stacked outside the livestock pens which left just concrete floor beneath the flooding. Sawdust had been used in place of the mats but was ineffective with the flooding. This is non-compliant with 9 CFR 313.1(b). Two reject tags (Reject Tag #B30899199 and Reject Tag #B30899200) were subsequently placed on the two unloading area gates to prevent any more cattle from being brought in until corrective action is taken to restore the pens to acceptable conditions. This establishment does have a Robust Systematic Humane Handling plan but did not indicate there were any issues. Production Manager, REDACTED was informed of the non-compliance at the time it occurred. Plant Manager, REDACTED was notified later both verbally and in writing with this NR.

On July 5th, 2022, at approximately 3:15pm, while performing a walk through of animal handling facilities and verifying the review and observation component of a livestock humane handling task the following noncompliance was observed. The alleyway just prior to the knock box is lined on one side with sheet metal. There are several areas at the top of this sheet metal, where it is fastened to the metal tubing of the alleyway, that are deteriorating creating sharp points that could potentially harm animals. Some of these areas have hair attached. I observed 3 carcasses with hide on hanging in the stack and did not observe any injury to the hide. This is in noncompliance with 9 cfr 313.1(a) which requires livestock pens, driveways and ramps to be maintained in good repair and free from sharp or protruding objects. The establishment has a written robust systematic approach to humane handling. RSA records indicated that facilities were acceptable. REDACTED, plant owner, was notified verbally and in writing with the issuance of this NR.
