On Tuesday, June 18, 2024, while Regional Supervisor REDACTED was performing a routine Livestock Humane Handling task, the following noncompliance was observed with HATS category lll, Water and Feed Availability: At approximately 7:20am, while performing ante-mortem inspection, I ante-mortemed a pen of 20 beef cows and a pen with 1 customer fee steer. Pens 4 and 6 respectively share a water trough and the water trough was empty of water and only contained a layer of sludge at the bottom at the time of ante-mortem inspection. REDACTED, the Plant Coordinator, was present while I was performing my ante-mortem inspection, and I informed him of the noncompliance per Regulation 9CFR 313.2(e) which states “Animals shall have access to water in all holding pens.” REDACTED turned on the water and filled the water trough in between the two pens. The cattle had been dropped off the night before and did not go to the trough once filled or appear to be thirsty. Plant Coordinator, REDACTED was informed verbally and in writing with this NR of the Non-compliance.

On Thursday, May 16, 2024, while IPP REDACTED was performing a routine Livestock Humane Handling task, the following noncompliance was observed with HATS category lll, Water and Feed available: At approximately 7:15am, while performing ante-mortem inspection, I ante-mortemed a pen of 7 beef cows and a pen with 1 customer fee steer. These same animals were also presented for ante-mortem inspection at 7:20am on Tuesday May 14, 2024. They had arrived prior to 7:00am on Tuesday the 14TH. There was evidence that the steer had been given hay but no evidence that the pen of 7 beef cows had been fed. The animals had been there at least 48 hours. I went to where the hay is stored, there was approximately 3 1⁄2 bales of hay, the same amount that was there on the morning of May 14th. REDACTED, the Plant Coordinator was present while I was performing my ante-mortem inspection, I reminded him per Regulation 9CFR 313.2(e) which states “that animals held longer that 24 hours have access to feed”. Plant Coordinator, REDACTED was informed verbally and in writing with this NR of the Non-compliance
