On Wednesday August 10, 2022 at approximately 1048 hours, while performing a Livestock Humane Handling routine task: HATS Category III: Water and Feed Availability, I SPHV REDACTED observed the following non-compliance: In the cattle holding pen described by the establishment as “Suspect 1”, which held 2 female bovine at the time of inspection, there was no access to water as the water trough was empty. Pen Supervisor REDACTED was notified of the issue and forthcoming non-compliance record. Corrective action was initiated by immediately adding water to the empty trough. As regulations require that animals have access to water in all holding pens, the occurrence described above fails to meet regulatory requirement of 9 CFR 313.2(e). On Wednesday May 18th, 2022 at approximately 0919 hours, while performing a Livestock Humane Handling routine task: HATS Category III: Water and Feed Availability, I SPHV REDACTED observed, the following: In cattle holding pen described by the establishment as the “Alley” which held 37 head of mixed bovines, both of the half plastic drums used to provide water in this pen were empty, QA REDACTED was notified verbally about the issue and noncompliance, QA manager REDACTED showed up minutes after the incident and was notified about the issue and forthcoming Noncompliance record. Non-Compliance Description:

At approximately 3:20 PM while performing an Ante-Mortem/Humane Handling task, the following non-compliance was observed. In cattle pen number 3 with 42 head of cattle inside, it was noticed that the two water troughs there were empty leaving the cattle without access to water, pen supervisor REDACTED was notified immediately, and soon after she came to confirm that there was no water available for the cattle inside that pen, she then took the corrective action by opening both water valves and start filling up both water troughs, the issue was corrected and she was notified about the upcoming NR. This is a failure to comply with 9 CFR regulation 312.2 Handling of Livestock section (e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down.
