HAT Category VIII: Effective Stun 9 CFR 313.15(a)(1) On Wednesday April 26, 2023 at approximately 1538 hours, while performing a Humane Handling Routine Task: HATS Category VIII: Stunning Effectiveness, I SPHV REDACTED observed an establishment employee in the pens attempting to stun a beef cow that had been condemned on ante-mortem for being non-ambulatory. Following the initial stun attempt with a handheld captive bolt, the cow remained with its head upright and conscious. The beef cow was alert, showing signs of rhythmic breathing, with visible epistaxis. The employee then immediately administered a second knock to the poll of the beef cow, which was effective at rendering the animal unconscious. A third, additional safety knock with a hand held captive bolt was also applied at this time. Quality Assurance Manager REDACTED was made aware of the occurrence and forthcoming noncompliance record. This occurrence described above fails to meet the regulatory requirements of 9 CFR 313.15(a)(1).

HAT Category VIII: Effective Stun 9 CFR 313.16(a)(1) On Wednesday January 25, 2023 at approximately 0830 hours, while performing a Humane Handling Routine Task: HATS Category VIII: Stunning Effectiveness, I SPHV REDACTED observed an establishment employee in the pens attempting to stun a beef cow that had been condemned on ante-mortem for being non-ambulatory. Following the initial stun attempt with a firearm, the cow remained with its head upright and conscious. The beef cow was alert, showing signs of rhythmic breathing, with visible epistaxis. The employee then immediately administered a second shot, which was effective at rendering the animal unconscious. A third, additional safety knock with a handheld captive bolt was also applied to the poll at this time. REDACTED, Kill Floor Manager was made aware of the occurrence and forthcoming noncompliance record. This occurrence described above fails to meet the regulatory requirements of 9 CFR 313.16(a)(1).

On Thursday January 5, 2023 at approximately 1037 hours, while performing a Livestock Humane Handling routine task: HATS Category III: Water and Feed Availability, I SPHV REDACTED observed the following non-compliance: In the cattle holding pen described by the establishment as “Suspect 2”, which held 3 bovine at the time of inspection, there was no access to water as the water trough was empty. Pen Supervisor REDACTED was notified of the issue and forthcoming non-compliance record. Corrective action was initiated by immediately adding water to the empty trough. As regulations require that animals have access to water in all holding pens at all times, the occurrence described above fails to meet regulatory requirement of 9 CFR 313.2(e).
