On Monday November 27, 2023 at approximately 1116 hours, while performing a Livestock Humane Handling routine task: HATS Category III: Water and Feed Availability, I SPHV REDACTED observed the following non-compliance: In cattle holding pen #13, which held 44 bovine at the time of inspection, there was no access to water as the water trough was empty. QA employee REDACTED was notified of the issue and initiated corrective action by immediately adding water to the empty trough. Upon returning to the harvest floor, Kill Floor Superintendent REDACTED was notified of the occurrence and forthcoming non-compliance record. As regulations require that animals have access to water in all holding pens at all times, the occurrence described above fails to meet regulatory requirement of 9 CFR 313.2(e)
