On Wednesday, September 20, 2023 at approximately 0725, I performed a routine Humane Handling Verification task at the outside livestock holding area, and I observed the following noncompliance. There was one barrel for water in a pen holding three head of cattle on the North side of the livestock holding area, and the water barrel was empty. The finding is a noncompliance with 9 CFR 313.2(e). I immediately informed Slaughter Manager REDACTED and Plant Manager REDACTED of the Humane Handling noncompliance. I returned to the livestock holding area at 0745 and verified that all the cattle had access to water.

On Wednesday, August 23, 2023 at approximately 0815, while performing a routine Livestock Humane Handling task, I observed that a stunned steer being hoisted for head removal had a fresh laceration on its rump. There was no laceration on the animal earlier in the morning when I performed anti-mortem inspection. I immediately proceeded outside to the livestock holding area to investigate the cause of the fresh laceration. There was a broken hinge on the stunning chute with a sharp edge containing hairs the same color as the steer with the fresh laceration. At 0822, I rejected the stunning chute with U.S. tag #B26595458 and informed slaughter manager REDACTED of the sharp edge and the Livestock Humane Handling noncompliance.

On 2/16/23 at approximately 0704 hours while performing a Livestock Humane Handling verification task outside the establishment in the holding pens, I, CSI REDACTED and SPHV Dr. REDACTED observed the following noncompliance while verifying HATs category I (inclement weather) and HATs category III (Water and Feed Availability): I noted there was a holding pen containing cattle with a large water trough that appeared to be frozen over. Upon closer inspection, the contents were confirmed frozen with no other accessible water sources readily available. A ballpoint pen was used to tap the ice and upon hitting the ice, it did not break or crack. There were 9 animals affected. The outside temperature at the time of the finding was approximately 17 degrees Fahrenheit. At this point, regulatory control action (RCA) was taken by applying US Reject Tag #B37528973 to the pen carrying the affected animals and US Reject Tag #B-45644802 to the establishment’s knock box. The establishment employee proceeded to use their foot with force to break the layer of ice. I immediately notified Mr. REDACTED, establishment employee, (FSIS’ point of contact should the establishment manager not be on premise), of the finding and that a non-compliance record (NR) would be issued due to animals having no access to water in the holding pens. This represents a non-compliance with 9 CFR 313.2(e). This NR has been linked to NR #LIL3016111829N, dated 11/29/22, NR #LIL0309012225N dated 1/25/23, and NR LIL4108022508N dated 2/8/23 for the same root cause within the last 90 days. On 2/8/23 at approximately 0705 hours while performing a Livestock Humane Handling verification task outside the establishment in the holding pens, the following regulatory non-compliance was observed while verifying HATs category I (inclement weather) and HATs category III (Water and Feed Availability): I noted there was a holding pen containing cattle with 2 water buckets that appeared to be frozen over. Upon closer inspection, the contents of both troughs were confirmed frozen with no other accessible water sources readily available. 4 animals were affected. The outside temperature at the time of the finding was approximately 23 degrees Fahrenheit. I immediately notified Mr. REDACTED, establishment employee, (FSIS’ point of contact should the establishment manager not be on premise), of the finding and that a non-compliance record (NR) would be issued due to animals having no access to water in the holding pens. This represents a non-compliance with 9 CFR 313.2(e). This NR has been linked to NR #LIL3016111829N, dated 11/29/22 and NR #LIL0309012225N dated 1/25/23 for the same root cause within the last 90 days. On 1/25/23 at approximately 0720 hours while performing a Livestock Humane Handling verification task outside the establishment in the holding pens, the following regulatory non-compliance was observed while verifying HATs category I (inclement weather) and HATs category III (Water and Feed Availability): I noted there were two holding pens containing cattle with water buckets that appeared to be frozen over. Upon closer inspection, the contents of both troughs were confirmed frozen with no other accessible water sources readily available for the animals. 3 animals were affected in the first pen and 11 animals were affected in the second pen. The outside temperature at the time of the finding was approximately 22 degrees Fahrenheit. This issue has been previously discussed with the establishment’s manager by Dr. REDACTED, SPHV and documented in MOI #LIL0410121914G, dated 12/14/22. I immediately notified Ms. REDACTED, establishment employee, (FSIS’ point of contact should the establishment manager not be on premise), of the finding and that a non-compliance record (NR) would be issued due to animals having no access to water in the holding pens. This represents a non-compliance with 9 CFR 313.2(e). This NR has been linked to NR #LIL3016111829N, dated 11/29/22 for the same root cause within the last 90 days.

On 11/29/22 at approximately 1350 hours while performing a Livestock Humane Handling verification task outside the establishment in the holding pens, the following regulatory non-compliance was observed: I noted there was no water in the trough for two steers being held in the pen closest to the establishment’s office/employee break room area. The gate which connects this pen to adjacent pens was also closed, preventing the animals from accessing any water available in connecting pens. I immediately notified REDACTED, Plant Manager, of the finding and that a non-compliance record (NR) would be issued due to animals having no access to water in the holding pen. This represents a non-compliance with 9 CFR 313.2(e).
