313.1

Non-Compliance Description:

CSI REDACTED observed the following noncompliance with 9 CFR 313.1 on Wednesday, July 24, 2024 at approximately 0710, while performing ante-mortem inspection. The establishment does not implement a written systematic approach to humane handling, but the establishment does use a checklist that includes routine monitoring of humane handling practices. Plant Manager REDACTED informed CSI REDACTED about a recent repair that was made in the alley and then stated that she was going inside to retrieve a pen card. While waiting for the pen card, CSI REDACTED observed the condition of the facilities and saw a sharp, protruding edge on a gate in the alley. The gate had vertical bars and was broken in different places. The sharp, protruding edge of concern was approximately two feet from the ground. The broken gate with the sharp, protruding edge was a few feet before the right-hand turn into the stunning chute. CSI REDACTED rejected the alley and applied U.S. Reject tag B45962169 to the broken gate with the sharp, protruding edge. CSI REDACTED showed the finding to Plant Manager REDACTED and notified her of the Humane Handling noncompliance. A review of the establishment’s Humane Handling Monitoring Log showed affirmative responses to gates being in good repair and free of protruding objects. See MOI LIL4809051721G for an occurrence within the past 90 days showing the same cause.

313.2

Non-Compliance Description:

CSI REDACTED observed the following noncompliance with 9 CFR 313.2(e) on Wednesday, July 17, 2024 at approximately 1140, while performing a verification of lunch break activities. There was only one water trough in a pen holding four head of cattle on the North side of the livestock holding area, and the water trough was empty. I informed Plant Manager REDACTED of the Humane Handling noncompliance with 9 CFR 313.2(e). At approximately 1150, I returned to the livestock holding area and verified that the affected four head of cattle had been moved to a different pen where they had access to water.
