313.15(a)(1)
On August 20, 2025, I, Consumer Safety Inspector REDACTED, observed Cattlemen’s failure to conduct slaughter of livestock in accordance with regulatory requirements outlined in Title 9 CFR 313.15(a)(1). At approximately 1035 hours, while verifying HATS Category IX – Conscious Animals on the Rail on the slaughter floor, Front Line Supervisor Dr. REDACTED and I observed Mr. REDACTED, Employee, stun a horned steer with a hand-held captive bolt device. While the animal was being hoisted, both Dr. REDACTED and I observed that the animal displayed eye tracking behavior. When we shone a flashlight, we observed the animal’s eye moving away from the light. Mr. REDACTED, Employee, then proceeded to stick the steer without verifying the signs of consciousness. In response to the cut, the steer started to loudly vocalize while continuing to show eye tracking. Mr. REDACTED continued to make cuts on the conscious animal without conducting another stunning attempt, which eventually led to the animal losing consciousness from exsanguination. In accordance with Title 9 CFR 313.50(c), IPP took regulatory control action by applying U.S. Rejected Tag # B-45962147 to the knock box. IPP notified Ms. REDACTED, Plant Manager, by telephone, and discussed the humane handling concerns. This egregious humane handling failure resulted in the issuance of Notice of Suspension to the establishment.
313.15(a)(1)
On 08/20/25 at approximately 0810 hrs. I, CSI REDACTED, was outside observing stunning to perform HATS Category VIII – Stunning Effectiveness. I observed the following noncompliance: The plant employee, REDACTED, used one captive bolt to stun the animal. When I stepped up to the animal to see if the animal was stunned properly, I observed eye tracking and the animal also vocalized. The animal was still restrained in the head restrainer. Mr. REDACTED reloaded the captive bolt in less than a minute and proceeded to stun the animal again. This time the animal was properly stunned, and the eyes did not track and there were no vocalizations. I then informed Mr. REDACTED, that I would tag the knock box. The knock box was tagged with U.S. Rejected tag #B-45962156. I returned to the kill floor and informed Plant manager, REDACTED, of the noncompliance finding and that the knock box was tagged.
