On March 29th, 2023, at approximately 7:55am, during and quarterly humane handling assessment with PHV Dr. REDACTED, and while performing a routine Livestock Humane Handling Ante-mortem inspection for HATS Category III, Water/Feed Availability, CSI REDACTED noticed the following noncompliance: Pen numbers 8 and 11, which both held 4 beef, did not have water at the time of inspection, and pen number 2, which held 2 beef, had very little water. CSI REDACTED notified establishment employee, REDACTED, of the issue. REDACTED immediately came up with a corrective action plan to move the beef from pens 8 and 11 to the alleyway to run them up to the kill floor for slaughter. He then moved the 2 beef in pen number 2 to a different pen that had more water. The establishment does have a Robust Systematic Approach to Humane Handling. REDACTED, Plant Manager, and REDACTED, Logistics Coordinator, was notified verbally and in writing with this noncompliance record.

On Wednesday March 29th, 2023, during and quarterly humane handling assessment with PHV Dr. REDACTED and while performing a routine Livestock Humane Handling observation of HATS category VIII, stunning effectiveness, CSI REDACTED noticed the following noncompliance: At 12:55pm, REDACTED ran a heifer into the knock box from the alleyway. The heifer was a little agitated when entering the knock box. REDACTED attempted to stun the heifer with a .25 caliber hand held captive bolt. At the last second the heifer moved her head causing the stun attempt to be unsuccessful. The heifer remained standing and did not display any signs of further distress after the first stun attempt. REDACTED took a corrective action by immediately reloading the captive bolt and delivering a second stun. The second stun was successful, and the heifer was rendered unconscious. PHV Dr. REDACTED verified the placement of the shots after the carcass was hoisted and head was skinned. Two holes were noted, one at the top of the pole next to the right ear and one in the center slightly above the correct location. It was noted that the heifer had been in the alleyway to the kill floor for at least 55 minutes before being stunned. In addition, the establishment has a hydraulic head restraint system but it was inoperable today. The establishment does have a written Robust Systematic Approach to Humane Handling. REDACTED, Plant Manager, and REDACTED was notified verbally of this issue and in writing through this noncompliance record.
