I, Dr. REDACTED observed the following non-compliance while performing HATS category III water and feed present at 8:50 am. Pen 2 had a cow and steer in the pen and I noticed the right side of the pen, closest to the kill floor, the second panel, had a broken bottom pipe. The pipe is used as the railing for the pen. The pipe protrudes into the pen about 2 inches. The Kill Floor Supervisor REDACTED was notified, and the animals were moved to Pen 3. A US Rejected tag no. B36297695 was applied to the front of Pen 2. This is a non-compliance with 313.1(a) Livestock pens, driveways and ramps shall be maintained in good repair. They shall be free from sharp or protruding objects. Pen 2 was inpected and US Rejected tag was removed at 10 :35am.

On 7/10/2023 at 0715 hours while performing antemortem task, inspection noticed the following noncompliance. There was no water for livestock in pen 1 which contained 18 animals. Kill floor supervisor REDACTED was notified of the noncompliance. This is a noncompliance of 9 CFR 313.2(e). Amimals must have water at all times. REDACTED , Establishment Supervisor was also notified.

I, Dr. REDACTED observed the following non-compliance on June 9, 2023, at approximately 7:27am while performing antemortem inspection and verifying HATS category II Food and water requirements with FI REDACTED While performing antemortem inspection for pen 5 with six market hogs present, one pig was trying to drink from the hanging water nozzle. The hog was making sucking sounds and shaking the nozzle. No water was seen dripping from the nozzle or the pig’s mouth. When questioning if there is water available, Slaughter Supervisor, REDACTED checked, and water did not come out of the nozzle. He checked the water line, and it was on, the hose appeared to have water, but the water could not come out of the nozzle. Maintenance was notified and it was immediately worked on to allow water to come out of the nozzle. This is a noncompliance of 9 CFR 313.2(e), animals should have access to water in holding pens. After completing antemortem inspection Establishment Supervisor, REDACTED was notified.

On March 30, 2023, at approximately 2:40pm, FI REDACTED was signing for antemortem inspection at Pen 2. At the time of inspection REDACTED moved animals from pen 1 to pen 2 for inspection, 3 animals were reluctant to get up in pen 1 and were stepped on by other animals. FI REDACTED signed for the animals in Pen 2. When the 3 animals did get up, they were disabled but ambulatory. This is a violation of 313.2(d)(1) disabled animals and other animals unable to move shall be separated from normal ambulatory animals.

I, Dr. REDACTED observed the following non-compliance at approximately 7:38 am while performing antemortem inspection and verifying HATS food and water requirement with FI REDACTED While performing antemortem inspection for pen 2 the water trough was observed to have approximately 1-2 inches of water in it, which was not reachable by the cows with the way the bars of the pens are set. The round bale was eaten till it was a distance away from the cows so that the food was not reachable. Slaughter Supervisor, REDACTED was notified and he turned the water on to the tub. The water started to make noise and the cows were fighting over getting to the water. The round bale was pushed forward and the cows that were not drinking were eating. The 15 cattle in the pen need to have access to water and are held more than 24 hours therefor need to have food available. This is a noncompliance for 9 CFR 313.2(e).
