On Friday, July 12th, at approximately 8:10 AM, while performing a Livestock Humane Handling task, SPHV REDACTED and FI REDACTED discovered the following noncompliance. They noticed that the four pigs in pen #5 and a sow in pen #4 had no feed. These pigs had been at the plant the morning of the previous day. This is a noncompliance of regulation CFR 9 313.2 (e), which states that if livestock are held for longer than 24 hours, they should have access to feed. I notified REDACTED Establishment Administrator, of the noncompliance. The animals were then given feed.

I, Dr. REDACTED, Dr. REDACTED, and FI REDACTED, at approximately 7:50am were performing the HATS category III, Food and Water Availability. Dr. REDACTED was present for training purposes for PHV duties. The Pen 1 had less than an inch of water at the bottom of the water tub. The 2 Longhorn steers in the pen would not be able to access the water due to the length of the horns and the construction of the water trough. This is in direct violation of 9 CFR 313.2(e); animals shall have access to water in all holding pens. I notified REDACTED and REDACTED of the non-compliance. Water was turned on to the trough.
