On 03/30/2023, from 1830 to 2030 hours, I, SPHV REDACTED, inspected the pens and alleyways (HATS Category IV, Ante-mortem Inspection), during an odd-hour inspection. I observed excessive amount of wet mud and manure on the lower 2-3 feet (east end) of the beef lead-up chute floor, excessive amount of wet mud and manure 2-3 inches deep on the ground in front of the beef lead-up chute entrance, excessive amount of wet mud and manure several inches deep on the floor of the ante-mortem pen, and significant amounts of wet mud and manure in the narrow alleyway adjacent to, and north of, the ante-mortem pen. These areas with wet mud and manure are in paths where animals are routinely driven by establishment employees and presented a significant slip and fall hazard for animals. The presence of large amounts of wet mud and manure demonstrated the establishment’s failure to maintain good footing and slip resistance of floor surfaces for livestock. This was a noncompliance with Title 9 CFR 313.1(b). No animals had access to the hazardous areas observed, and no animals showed any signs that could indicate they were injured by slipping and/or falling. I placed U.S. Reject tag B45289752 to the beef lead-up chute entrance door, B45289753 to the main east entryway of the ante-mortem pen, and B46521470 to the north gate of the ante-mortem pen gate. Establishment Administrator REDACTED was onsite during this odd-hour inspection and was notified of the noncompliance.
