On 09/30/2024, at approximately 1450 hours, I CSI REDACTED performed a Routine PHIS Livestock Humane Handling procedure HATS: Category III-Water and Feed Availability and found the following noncompliance. While verifying the requirement for water available in the holding pen area where the animals are kept before slaughter, I observed that the animals in a holding pen (around 50 lambs unloaded during the afternoon and scheduled for next day slaughter) did not have water available. The container designated for water was empty. Mr. REDACTED Plant Administrator, was immediately verbally notified and his corrective action was to open the water pipe gate valve and water started to flow down the container and made available for the animals. This is noncompliance with 9 CFR 313.2(e) and Mr.REDACTED was verbally informed that a noncompliance report will be documented for failure to meet the above regulatory requirement.

At approximately 0835 hours while Dr. REDACTED DVMS and REDACTED SCSI was monitoring conditions in the livestock holding pens, she observed the following noncompliance. In animal holding pen # 8 there were approximately 65 goats in the pen. These animals are held in the pen by the establishment for greater than 24 hours. There was little to no remaining unoccupied space in the pen. The number of animals in the pen made it difficult for an individual animal to move freely in the pen or reach the water source. Additionally, the animal density was such that it would not have been possible for all animals to lie down at the same time. The number of animals exceeds what the facility can store to meet the requirements of CFR 313.2(e). 9CFR 313.2(e), which states in part: animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down. Plant Manager REDACTED was in the holding pens at the time of the observation and was informed of the forth coming non-compliance record. Mr. REDACTED moved approximately 25-30 goats to another pen to give them more spacing and better access to water as immediate corrective action.
