On 02/11/2025, at approximately 0500 hours, I CSI REDACTED performed an Odd Hour PHIS Livestock Humane Handling procedure HATS: Category III-Water and Feed Availability and found the following noncompliance. I observed approximately 35 animals (15 goats and 20 lambs) that were kept in the pen alley have no access to water. I did not observe water container being provided anywhere inside the alley in which the animal could drink. I also observed in pen # 7a (about16 goats and 4 lambs were kept) did not have water available. The red color plastic water container was dry and empty inside pen #7a. I attached reject tags B42209167 on pen # 7a and B42209168 on the alley exit gate as my regulatory control action. I informed Mr. REDACTED, Plant Administrator, and showed him my findings. The establishment immediate corrective action was to open the water pipe gate valve and water drained directly to the plastic container in pen #7a and Mr. REDACTED drove the animals in the alley to an adjacent pen to have access to water. The reject tags were removed at approximately 0611 hours. This is noncompliance with 9 CFR 313.2(e) and Mr. REDACTED was verbally informed that a noncompliance report will be documented for failure to meet the above regulatory requirement.

On 10/30/2024, at approximately 1650 hours, I CSI REDACTED performed an Odd Hour PHIS Livestock Humane Handling procedure HATS: Category III-Water and Feed Availability and found the following noncompliance. While verifying the requirement for water available in all holding pens where the animals are kept before slaughter, I observed that the animals in holding pen # 7 (around 20 lambs) did not have water available. The container designated for water was empty. I attached a reject tag B26819364 on the pen as my regulatory control action. Mr. REDACTED, Plant Administrator, who was on the establishment was immediately verbally notified and showed him my findings and his corrective action was to open the water pipe gate valve and water started to flow down the container and made available for the animals. The reject tag was removed at approximately 1730 hours. This is noncompliance with 9 CFR 313.2(e) and Mr. REDACTED was verbally informed that a noncompliance report will be documented for failure to meet the above regulatory requirement. This NR is associated with other previous issued NR#DTD0116100801N dated September 30, 2024 for the same root cause.
