On February 15, 2023, at Moonlight Meat Processing, Est. #33845, at approximately 8:30am, while doing the checklist for the Humane Handling observation, when looking at the Humane Handling Checklist, # 3 on the list was checked no and a star out to the side of the no, it states that repairs will be made to pen #2. There were 2 federal animals placed in pen #2 this morning for slaughter. With the pens not being in proper repairs then there shouldn’t have been any animals placed in this pen. The date on the checklist is 2/1/23 and signed by REDACTED. This paperwork wasn’t approved or put into place until 2/10/23. Therefore, the dates don’t match the timeline. And if the pens needed to be repaired on 2/1/23, that was 14 days ago and the pens should have been repaired prior to this date of slaughter. Repairs should have been made immediately when found so not to cause any harm to the animal, federal or custom. REDACTED was notified of the non-compliance. REDACTED was not present for this first slaughter.

HATS Category IX: Conscious Animals on the Rail On January 25, 2023, at Moonlight Meat Processing, Est. #33845, while performing, Humane Handling Verification Tasks, at approximately 12:45PM., establishment personnel moved a beef into the knock box. An initial stun attempt with a 410 shotgun was delivered and observed to be effective at rendering the animal unconscious; the animal went down in chute, no tracking eye movement or vocalization was noted. The establishment employee made a cut to facilitate bleeding. Approximately 10 minutes later the kill personnel came to find me in the hallway and stated the cow was up inside the building. I walked to the kill floor and observed that the cow had regained consciousness, and was up, alert, and standing on all four legs. At this time, the stun operator retrieved the 410 firearm and delivered an additional stun attempt, which rendered the animal insensible, and it remained so thereafter. Reject tag #B-31985558 was placed on the chute, and establishment owner Ms. REDACTED was notified of the non-compliance and of the regulatory control action. HATS Category VIII: Stunning Effectiveness On October 5, 2022, at Moonlight Meat Processing, Est. #33845, while performing Humane Handling Verification Tasks, approximately 11:55 am, establishment personnel moved a hog into the knocking box. An initial stun attempt with a 410 shotgun was delivered and observed to contact the animal, but was ineffective, as the hog was up on one of the front legs exhibiting a righting reflex, and vocalizing. The stunner delivered an immediate and effective corrective action utilizing a second shot from the same firearm, rendering the hog insensible, and it remained so thereafter. The stunning chute was rejected using Tag # B-31985551. Establishment manager, REDACTED was notified of the non-compliance and of the regulatory control action.
