Non-Compliance Description:

Today 7/17/23 at approximately 0908 hours, I CSI REDACTED while performing HATS task while observing the knocking of the 3rd cattle, while performing HATS task on category #8: stunning effectiveness, I observed establishment employee REDACTED use the captive bolt two times (primary and the backup) and the animal still standing and conscious. He then tried to ready both captive bolt and tried to administer a third knock, but the animas head was keep moving. After more than a minute, establishment employee REDACTED proceeded and rendered the third knock which didn’t rendered the animal unconscious. other than a hole on the head. REDACTED then rendered the fourth knock, I observed rhythmic breathing, eye tracking movements, animal still standing with agitation and vocalization but with the head tilted down a little. After the fifth shot the animal finally became unconscious. The establishment have a 9millimeter pistol as backup but was not in the vicinity and Mr. REDACTED was not aware of the backup pistol. Mr. REDACTED is not the primary knocker. A U.S. Reject tag B15816381 was utilized in the knocking box. The establishment has a Robust Humane Handling Program Establishment failed to comply with 9CFR 313.15(a)(1): Immediate unconsciousness Establishment owner REDACTED was verbally notified that a noncompliance would be issued.
