HATS task #8: Stunning Effectiveness This morning at 7:10am, I REDACTED was conducting the HATS task (#8: Stunning Effectiveness) while observing the knocking of the first heifer. The captive bolt device fired and made contact but did not render the cow unconscious the animal was still standing and conscious but not moving or showing signs of stress or discomfort. Mr. REDACTED voluntarily and without hesitation retrieved second captive bolt device. The second and third attempt was done with a nonfunctional captive bolt which did not fire and did not make contact with the animal. The animal remained calm and not moving. On the fourth attempt the device administered a fatal knock. There was minimal time delay between first and fourth attempt. The entire situation was within a minute. As a result of I applied U.S. Reject tag B15816270 to the knock box. This establishment does have a Robust Human Handling Program. I informed Operations Manager REDACTED of regulations 9CFR 313.15(a)(1) and 313.15(b)(1)(ii) and that not meeting these requirements results in a non-compliance. I removed U.S. Reject tag at 8:25am. The establishment acquired a different captive bolt device that was in good repair.
