On 1/12/2023 at 11:10 A.M., While I was performing my humane handling task on stunning effectiveness on a Heifer animal ID 527..794, the following non-compliance was observed. They applied the captive bolt 1 at 11:10 A.M. and they immediate stun it with their back up captive bolt 2 at 11:10 A.M. they animal was struggling and bellowing while they reloaded both captive bolts 1 and 2 and applied the third stun captive bolt 1 at 11:11 A.M. followed by a fourth stun from the back up captive bolt 2 at 11:11 A.M. They released it from the knock box. It rolled into the blood pit. It continued to bellow and struggle. They reloaded the captive bolt 1 again and knocked the animal a fifth time at 11:12 A.M. They hung the animal and bleed at 11:13 A.M. I tagged out the knock box U.S. Retain B27672177. I notified the slaughter supervisor REDACTED of this failure 9 CFR 313.15(a)(1) at 11:13 A.M. I notified my supervisor Dr. REDACTED at 11:15 A.M. South Canadian Meats has failed to present a robust human handling program. They have similar ineffective stun noncompliance were documented on 9/15/22; 11/29/22; & 12/16/22. This is a Category VIII - stunning effectiveness was noncompliant.

On 12-16-2022 at 9:00 A.M., while I was performing my humane handling task, the following non-compliance was observed. They had a long horn that had to be shot outside with a Rifle mag 22. The first shot was at 9:00 A.M. and the second shot following was at 9:01A.M. The animal was bellowing and struggling to stand up. They had to reload the gun while it was struggling and shot it a third time at 9:04 A.M. rendering it unconscious and they blead the animal. I attached a U.S. Retain Tag on the knock box B27672176 and I immediately called my supervisor Dr. REDACTED After speaking to her I released the knock box and notified the Owner REDACTED and Slaughter supervisor REDACTED of this failure of 9 CFR 313.16(a)(1) and that a non-compliance record would be issued. Category VIII - Stunning Effectiveness was noncompliant

On 11-29-2022 at 1:20 P.m., while I was performing my humane handling task, the following non-compliance was observed. While they were preparing the animal for stunning, when they placed the head in the restrain. The animal became overly excited and began struggling. The first knock was at 1:20 P.M. The second knock was immediately applied after the first stun 1:20 P.M. They release the animal from the knock box, and it rolled out onto the floor bellowing and struggling. At 1:21 P.M. they applied a third stun. It continued to bellow and struggle while they reloaded their stun apparatus. At 1:23 P.M. the fourth stun was applied. They were finally able to render the animal unconscious after the four stun and the animal was bleed out. I applied A U.S. Retain Tag B22583358 to the knock box. I immediately notified REDACTED the slaughter supervisor of this failure 9 CFR 313.15(a)(1). I also contacted my veterinarian supervisor Dr. REDACTED of this failure at 1:25 P.M. I received notification from my supervisors at 2:43 P.M. that they may resume slaughter production and the retain tag was removed from the knock box at 2:45 P.M. Category VIII - Stunning Effectiveness was noncompliant
