HATS Category VIII: Stunning Effectiveness On August 28th, 2023, at 9:10 am while performing the Humane Handling Task at Trackside Butcher Shoppe Est. M45607 in Campbellsburg, KY. I CSI REDACTED observed the following noncompliance. I observed a 2300-pound Beef Bull enter the knock box, and the establishment stun operator was unable to properly restrain the animal. The establishment stun operator made four stun attempts with a .22 mag rifle, which contacted the animal, but were ineffective, as evidenced by the animal remained standing. The establishment owner, REDACTED was notified. Mr. REDACTED immediately used a 223-caliber rifle to render the animal insensible on the fifth stun attempt, a security knock was applied, and the animal remained insensible thereafter. Mr. REDACTED was notified of the non-compliance and of the regulatory control action. I placed US Rejected Tag NO. B-45710449, rejecting the knocking box.

M45607 in Campbellsburg, KY., I, CSI REDACTED observed the following noncompliance. I observed a beef heifer enter the knock box and restrained with head gate. The establishment stun operator made an initial first stun attempt with a handheld captive bolt device that was ineffective. The animal bellowed and remained standing. The stun operator immediately reloaded the captive bolt gun and delivered a corrective action stun which rendered the animal insensible, and it remained so thereafter. I then immediately notified REDACTED, Establishment owner, of the non-compliance and of the regulatory control action being taken. I placed US Rejected Tag NO. B37575136 on the knocking box.

I observed a beef steer that was in the knocking box and restrained with the head gate. The stun operator made an initial stun attempt with a handheld captive bolt device (HHCB), that was ineffective as evidenced by the animal displaying conscious vocalization. The stun operator reloaded the HHCB and delivered an immediate and effective corrective action stun attempt, rendering the animal insensible, and it remained so thereafter. I placed USDA reject tag NO. B37 575133 upon the knocking box and notified establishment manager REDACTED of the observed non-compliance and of the regulatory control action. The establishment is noncompliant with 313.15(a)(1) and 313.15(a)(3) in this event.

Establishment personnel moved a mature cow into the knocking box and restrained with the head gate. The stun operator made an initial stun attempt with a handheld captive bolt device (HHCB), that was ineffective as evidenced by the animal remained standing and looking around (conscious eye tracking). The stun operator reloaded the HHCB and delivered an immediate and effective corrective action stun attempt, rendering the animal insensible, and it remained so thereafter. I placed USDA reject tag B-45614233 upon the knocking box and notified establishment owner REDACTED of the observed non-compliance and of the regulatory control action. The establishment is noncompliant with 313.15(a)(1) and 313.15(a)(3) in this event.
