Non-Compliance Description:

While performing HATS Category VIII Stunning Effectiveness of the Livestock Humane Handling Task, I observed a noncompliance with 9 CFR 313.30(a)(3) when a lamb was not rendered insensible on the first stun. At approximately 1040 hours, I observed the stun operator apply the electrical tongs to the lamb's head. The animal remained weightbearing and kicked after the first stun before going down in lateral recumbency. After the tongs were removed, I observed the lamb still blinking. The stunner immediately reapplied the tongs to the head and the animal was rendered fully insensible with no blinking, rhythmic breathing, or limb movement. The animal remained insensible while it was shackled, hoisted, and bled. I immediately notified the stunner and plant manager, Mr. REDACTED, that a non-compliance occurred and applied U.S. Rejected tag B39609157 to the knock box pending communication with the Denver District Office via supervisory channels. I released the stun box at approximately 1105 hours. No associated NRs have been issued within the last 90 days.
