On December 8, 2023, at approximately 7:27 am while performing a HATS Category IV, I REDACTED observed the following Non-Compliance. While moving a steer into the chute area, an establishment employee did not properly lock gate and secure it, the steer was able to push the front-loading gate open and escape by walking out of the pens onto the establishment property. I informed Plant Manager REDACTED a Non-Compliance would be forthcoming. At approximately 7:45 am the steer was brought into the cattle panels the establishment has on the property. The establishment has failed to comply with 9CFR 313.2.
