On 8/23/24 at 7:26 hours, while in the barns, I(CSI REDACTED observed the following humane handling noncompliance: At approximately 7:26 am I was performing a HATS Category III –and verifying that water was available for the animals. I observed in Pen 4 there were two hogs being held, the trough that is permanently attached to the gate of the pen usually holds water was empty. The establishment employee will fill a bucket of water and pour it manually in when unloading the livestock. I pointed the pen out to a production worker that they need water, and he proceeded to fill the trough with water. At 7:35 am I verbally notified Mr. REDACTED Establishment Owner of the forthcoming non-compliance record and that the animals had not been provided water as required by regulation 9 CFR 313.2 (e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down.

On 7/23/24, at approximately 12:06 pm while verifying HATS Category VII Stunning Effectiveness, I (CSI REDACTED observed a noncompliance with firearm stunning. When the hog was in the restrainer, I stepped behind a wall for safety reasons. I heard the firearm go off and observed the person shooting walking toward the room where the gun is kept. I heard the hog vocalization of loud squeals; I peeked my head around the corner saw the animal laying on its side while vocalizing. I observed the establishment employee realized the first stun was not effective and reloaded the firearm and performed a second stunning that was immediately effective. I notified the owner, REDACTED of my observation and a Non-Compliance will be generated. Verbally REDACTED the corrective action is to have the person step back and wait to verify the animal is rendered unconscious. I asked for it to be in writing.
