Non-Compliance Description:

On 9/10/25, at approximately 12:05 hours while verifying HATS category VIII stunning effectiveness, I (CSI REDACTED) observed a mis-stun. When a hog was in the restrainer, I stepped behind a wall for safety reasons. I heard the firearm go off, and I stepped back into the room and observed that the restrainer was open. I observed the hog was attempting to stand. The establishment employee immediately performed a second stunning attempt with the same firearm, which was effective. The hog dropped down to the floor, and there were no signs of eye movement. The hog was rendered unconscious. I notified the establishment owner REDACTED of the humane handling issue, and a noncompliance record will be generated because of the establishment’s failure to meet the requirements of 9CFR 313.16 (a)(1).
