At approximately 12:05 pm after unloading the 4th load of animals, I went up the ramp to the upstairs pen area to view the animals and the plant employee. I saw that the shackling door was missing a bolt causing the spring in the middle of the door and wall to allow an opening for the animals. This is hazardous because the door is not in good repair and creates an opportunity where the animals could fall from the upstairs pen area before being shackled and put on the rail to be humanely killed. The observation is non-compliant with 9 CFR 313.1 which states, “Livestock pens, driveways and ramps shall be maintained in good repair. They shall be free from sharp or protruding objects which may, in the opinion of the inspector, cause injury or pain to the animals.” I notified REDACTED that a NR would be issued.
