At approximately 7:00 am while doing an ante-mortem check and verifying HATS Category III – Water and Feed Availability, on 8/29/25, at Chenoa Locker, the following non-compliance was observed: There were 10 hogs in a small pen without access to water, and there did not appear to be room in the pen to put a water bucket. Inspector REDACTED immediately went to tell the plant personnel, REDACTED and the Slaughter Manager, that the hogs did not have water. Plant personnel moved the hogs to another bigger pen, with access to water, before any further unloading occurred. This is in violation of 313.2(e) which states: Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed.
