Isanti County had the highest net migration rate per 1,000 population (17.19), followed by Cook County (14.31), and Hubbard County (13.67). On the other hand, Roseau County had the lowest net migration rate per 1,000 population (-18.67), followed by Nobles County (-18.28), and Lake of the Woods County (-14.63).
