Lamoille County had the highest net migration rate per 1,000 population (6.6), followed by Chittenden County (1.13), and Grand Isle County (0.72). On the other hand, Essex County had the lowest net migration rate per 1,000 population (-14.99), followed by Windsor County (-7.11), and Rutland County (-5.62).
