CATEGORY VIII: STUNNING EFFECTIVENESS On 14 July 2021, at approximately 0915, while I was observing beef slaughter, I noticed the following humane handling noncompliance at the knock box: A small Hereford bull was driven into the knock box and restrained in the head gate, per the establishment’s plan, and the employee working as knocker administered a knock with one of the two captive bolt devices. The animal went down immediately, but when the employee raised the gate and attempted to shackle the animal, it gathered its feet under it and rose back to a full and normal standing position, at which point I alerted FLS Dr. REDACTED, who was also present. The employee then immediately administered a second knock with the spare captive bolt device that was at ready, in accordance with the establishment’s robust systematic approach. I checked the animal after the second knock and ascertained that it was properly rendered insensible. The placement of the both knocks appeared to be in an appropriate location, suggesting that the angle was possibly off on the initial knock. I then informed the kill floor manager regarding what I had observed and that I would be issuing an NR for a non-egregious misstun, due to the employee’s immediate and appropriate corrective action. This shall serve as official notice of noncompliance. Per 9 CFR 313.15(a)(1), captive bolt devices must produce immediate unconsciousness in the animal. A similar noncompliance was recorded on 22 April 2021 in NR#FWJ2213044422N-1. Previous measures were insufficient to prevent recurrence. Repeated noncompliance may result in additional regulatory actions.

CATEGORY VIII: STUNNING EFFECTIVENESS On 22 April 2021, at approximately 1403, CSI REDACTED alerted me to the following noncompliance on the kill floor: The establishment was slaughtering pigs and the kill floor employee responsible for stunning and sticking had two roaster pigs in the knock box. CSI REDACTED heard the captive bolt fire and the pig vocalize. Upon closer look, she reported that the pig was still mobile and the employee was trying to line up a restun with the backup captive bolt. The employee told her that the initial stun had landed too high, presumably due to movement of the animal. The kill floor manager confirmed to me that there had been a misstun. I proceeded to the kill floor and confirmed that the animal was dead and that there were two knock holes, the first of which was high between the ears. As corrective action was taken immediately and was successful, no regulatory control actions were necessary and the establishment was allowed to proceed with operations. I informed the kill floor manager and general manager that I would be issuing an NR. This shall serve as official notice of noncompliance. Per 9 CFR 313.15(a)(1), animals are to be rendered immediately unconscious. No similar noncompliances have been recorded within the past 90 days. Repeated noncompliance may result in additional regulatory actions.
