HATS category VIII: stunning effectiveness While performing the Humane Handling Activities Tracking System (HATS) task at Boone’s Abattoir (M8078) Bardstown, KY the Supervisory Veterinary Medical Officer (SVMO) made the following observation at approximately 0800 hrs. EDT: A cow was placed in the knock box by establishment personnel in preparation for stunning; the cow refused to place her head in the head restraint. Establishment personnel elected to climb the side of the knock box and stun the cow from above. The SVMO observed establishment personnel place the captive bolt device (CBD) on the forehead of the cow and fire; the cow was observed standing (conscious righting reflex) and looking about (conscious eye-tracking) with blood trickling from the nares. Establishment personnel took immediate corrective actions and rendered the cow insensible, and she remained so thereafter. U. S. Rejected tag #B45-422740 was immediately placed on the knock box and establishment owner Mr. Jerry Boone was notified of the regulatory control action. The SVMO contacted the chain of command for further guidance.
