HATS category VIII: stunning effectiveness While performing the Livestock Humane Handling task at Boone’s Abattoir (M8078) Bardstown, KY, Supervisory Veterinary Medical Officer (SVMO) REDACTED, DVM made the following observation at approximately 0830 hrs. EDT on the kill floor of the establishment: An Angus heifer was loaded into the knock box and restrained with the head catch apparatus. Establishment personnel applied the handheld captive bolt device (HHCBD) to the forehead of the animal and fired; the heifer vocalized, remained standing in the knock box (conscious righting reflex) and looking about (conscious eye tracking). Establishment personnel immediately employed the back-up HHCBD and fired, thereby rendering the heifer insensible, and so it remained throughout the slaughter process. U. S. Rejected tag #B37-716920 was placed upon the knock box. Plant Manager REDACTED was notified of the regulatory control action and the forthcoming documentation of the non-compliance with 9 CFR 313.15(a)(1) and 9 CFR 313.15(a)(3).

EST: A black Angus steer was placed in the knock box and restrained with the head catch device. Establishment personnel placed the hand-held captive bolt device (HHCBD) to the forehead of the animal and fired. The steer vocalized and was observed to remain standing in the knock box (conscious righting reflex) and looking around the kill floor (conscious eye-tracking). Establishment personnel immediately retrieved the back-up HHCBD and delivered an immediate and effective corrective action stun, rendering the animal insensible, and it remained so thereafter. U. S. Reject tag #B45710219 was placed upon the knock box. Plant Manager REDACTED was immediately notified of the above observation and regulatory control action. Likewise, Establishment Owner REDACTED was notified of the above observation, regulatory control action, and forthcoming documentation of non-compliance with 9 CFR 313.15(a)(1) and 9 CFR 313.15(a)(3).
