HATS Category VIII: Stunning effectiveness While performing the Livestock Humane Handling task, Supervisory Veterinary Medical Officer (SVMO) REDACTED, DVM made the following observation at Boone’s Abattoir (M8078) Bardstown, KY: At approximately 0940 hrs. EDT an approximately 500 lb. steer was found rear facing in the knock box; establishment personnel was observed leaning over the top side of the knock box. Establishment personnel placed the hand-held captive bolt device (HHCBD) to the forehead of the rear facing unrestrained animal and fired; the animal was observed to remain standing, blood trickling from bilateral nares. Establishment personnel repositioned the animal in the knock box; now forward facing but unrestrained, the HHCBD was placed against the forehead and fired. The animal was rendered insensible with the second shot and remained so throughout the slaughter process. U. S. Rejected tag #B45422954 was placed upon the knock box and establishment owner REDACTED was notified of the regulatory control action.

HATS category IV: Antemortem inspection While performing the Livestock Humane Handling task at Boone’s Abattoir (M8078) Bardstown, KY Supervisory Veterinary Medical Officer (SVMO) REDACTED, DVM made the following observation in the livestock unloading area at approximately 0740 hrs. EST: The entire unloading area surface as well as the chute flooring leading to the scale was found to be covered in ice; no obvious measures to provide secure footing for the animals was observed. U. S. Rejected tag #B45422927 was placed on the unloading area. Establishment owner REDACTED was notified of the non-compliance with 9 CFR 313.1(b) and the forthcoming documentation. The establishment’s corrective actions were reviewed, and the unloading area released for use at approximately 0800 hrs. EST.

HATS category VIII: Stunning Effectiveness While performing the Livestock Humane Handling task at Boone’s Abattoir (M8078) Bardstown, KY the Supervisory Veterinary Medical Officer (SVMO) made the following observation at approximately 0830 hrs. EST: Establishment personnel placed three (3) market swine in the knock box in preparation for stunning with the handheld captive bolt device (HHCBD). While in the adjacent room to the kill floor the SVMO heard the HHCBD fire followed by vocalization coming from the knock box. When the SVMO entered the kill floor, two animals were observed insensible in the knock box; the third animal was observed sitting upright looking about with a wound on the forehead and blood trickling down its face. Establishment personnel reloaded the HHCBD and fired a second time; the animal remained sitting upright, looking about. Establishment personnel again loaded the same HHCBD and fired a third time; the animal again sat upright and looked about, displaying a conscious righting reflex and conscious eye-tracking. Establishment personnel loaded the same HHCBD for a fourth time and fired, rendering the animal insensible, and so it remained for the duration of the slaughter process. USDA FSIS IPP determined that the establishment failed to deliver immediate and effective corrective actions following the initial failed stun attempt, and U.S. Rejected tag #45422883 was placed upon the knock box. Establishment owner Mr. REDACTED was notified of the observation and regulatory control action. The chain of command for the Jackson District was contacted for further guidance.
