HATS CATAGORY III Water and Feed Availability At your establishment 20263 in Shannon Il at approximately 0705 hrs. the following noncompliance was observed. Inspector REDACTED did ante mortem. REDACTED observed that pen two had no water available for the 53 goats that were in the pen. REDACTED told the employee in the barn to hold on until he spoke to me about no water available. When REDACTED proceeded to pen three for ante mortem, the employee gave water to the livestock in pen 2. REDACTED came to the office and explained the situation to me. REDACTED said the dirt in the bottom of the barrel was dry, no moisture. I reentered the barn with REDACTED. The livestock in pen two were all pushing each other to get to the water. I did not see the water barrel as REDACTED described with no water but did watch all the livestock push each other for a drink. I informed Supervisor REDACTED of the noncompliance that an NR would be forthcoming. Your establishment has failed to comply with 9 CFR 313.2(e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down. I inspected the other livestock being held and all had water available.
