HATS CATAGORY III On 09-07-2022 at your establishment M20263 in Shannon IL, the following noncompliance was observed. Food Inspector REDACTED was performing antemortem at approximately 0700 hrs. REDACTED called for me, CSI REDACTED I observed what he observed. Your establishment had approximately 60 head of goats in pen 4 and the gate was closed between pen 4 and 5. There were 2 goats in pen and had no water available. Immediate regulatory control was taken. I addressed the noncompliance with Supervisor REDACTED and informed REDACTED that an NR would be forthcoming. REDACTED responded with the two goats must have jumped the fence and got into pen 5. Your establishment has failed to comply with 9 CFR 313.2(e). I observed an employee open the gate between the pens 4 and 5. All livestock then had access to water.

HATS CATEGORY IX On 04-07-2022 at approximately 1005 hrs. at your establishment M20263 in Shannon IL the following noncompliance was observed. Inspector REDACTED called me, CSI REDACTED and explained the following. The establishment went to company break at approximately 0940 , FI REDACTED could hear an establishment employee start slaughtering approximately 15 min later. FI REDACTED went to the harvesting floor at 1005 and observed 11 goats on the bleed out table, 1 goat with its throat slit off the table and lying motionless on the blood pit door, and 1 goat standing near the blood pit door with its throat slit the whole width of its neck (approximately 6 inches) and dripping blood. FI REDACTED instructed the employee in the kill stanchion to stop killing, in the stanchion with the employee was one goat with its throat slit laying on the metal tread grate and 3 goats standing awaiting slaughter. Simultaneously FI REDACTED observed the standing goat with its throat slit walking at a slow stead pace, avoid a skinning table, walk diagonally to an employee supply room, turn to its right after entering the doorway and walk diagonally to a large water heater in the corner of the room, it then stuck its head between the wall and the water heater where it remained standing. The goat walked in total an estimated 20 feet, no vocalization was heard, no gasping was heard. At this time the employee from the kill stanchion grabbed the goat and placed it on the bleed out table. No additional religious stunning cuts were made, the goat was left to finish bleeding out. FI REDACTED called CSI REDACTED at 1010 and took regulator control by placing U.S. REJECTED tag NO.B42037375 on the kill stanchion, informing Slaughter Manager REDACTED of the noncompliance. Harvesting of the goat was completed after the animal was rendered completely insensible to pain. During the time of the observations 2 other employees were on the harvest floor besides the stunning employee, they were both near the scale area. Your establishment has failed to comply with 9 CFR 313.2(a). I informed Owner Dr. REDACTED of the noncompliance and that an NR would be forthcoming. Dr. REDACTED corrective action is that the employee will be further trained to leave the livestock in the kill stanchion until no sign of sensibility. The employee slit the throat and picked up the carcass too quickly and placed the carcass in the bleed tray. The goat jumped up off the table and walked off. I removed U.S. REGECT TAG # B42037375 once compliance was restored.

HATS CATEGORY III On 04-06-2022 at approximately 1330 hrs. at your establishment M20263 in Shannon IL, the following noncompliance was observed. FI REDACTED was doing ante mortem in the livestock barns. FI REDACTED informed me, CSI REDACTED that the livestock in the back of pen 1 had no water available. I asked Supervisor REDACTED to join me in the barn. We entered the barn and observed the livestock in the back of pen 1 had no water available. The 5-gallon bucket was empty. The pen contained 5 goat and 6 lamb. I took regulatory control and informed REDACTED of the noncompliance and that an NR would be forthcoming. Your establishment has failed to comply with 9 CFR 313.2(e). I observed REDACTED give the livestock fresh water. I inspected all other livestock, and all had water available.

Water and Food Availability At Halal Farms USA Inc. establishment 20263 in Shannon, IL, approximately at 7:06 am , the following noncompliance was observed. during the ante mortem FI REDACTED observed frozen water in pen number 7, REDACTED showed the Plant supervisor REDACTED the frozen water, the plant supervisor REDACTED informed me that the goats in pen number 7 chawed the wire heater during the night, I went with him to pen 7 to check it and he was right and I see the chawed wire, I informed the supervisor REDACTED of the noncompliance that an NR would be forthcoming and the establishment has failed to comply with 9 CFR 313.2(e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed.
