Non-Compliance Description:

On Thursday, November 14, 2024, I was notified by FSIS USDA Food Inspector Mr. REDACTED that while he was performing the Livestock Humane Handling’s Antemortem Task at the Halal Farms establishment around 0820, he observed that two of the holding pens were grossly over packed with livestock animals. The pens were so grossly overpacked packed that the animals had no freedom of movement at all, and they certainly could not access the water trough. Food Inspector REDACTED took regulatory control action and notified Mr. REDACTED who receives the animals from the suppliers and drives them into the pens for processing. Mr. REDACTED took immediate corrective action and moved some of the animals to and different pen. The Food Inspector REDACTED also informs the Office Manger REDACTED that she would be receiving a (NR) None-Compliance Record for this deviation. No USDA retain tags were used and no product was adulterated. This deviation is in non-compliance with Regulations 9 CFR Part 313.2(a) Handling of livestock: Driving of livestock from the unloading ramps to the holding pens and from the holding pens to the stunning area, shall be done with a minimum of excitement and discomfort to the animals. accurate placement of stunning equipment is difficult on nervous or injured animals.
