On September 22, 2021 at 5:50 PM, SPHV REDACTED while performing an ante-mortem inspection, noted the drinking water supply was turned off to Pens I and J. This is in violation of 9 CFR 313.2 (e). Dr REDACTED informed REDACTED of the violation and told him an NR would be written. There were 79 pigs without drinking water in pen I at the time Dr REDACTED noted the violation. Dr REDACTED informed supervisors REDACTED and REDACTED of the violation, verbally and now in writing of the failure to comply with regulatory requirement 9CFR 313.2. The immediate corrective action was to turn the drinking water back on to pens I and J. Further preventive measures will be outlined in the establishments written response to this NR.

HATS Category VIII Stunning Effectiveness On 08.03.2021 at approximately 0648 SPHV REDACTED observed the following noncompliance while evaluating stunning effectiveness. Several hogs were on the shackle table, that had been dumped out of the east stunner. A few of the hogs were showing some limb movement and irregular gasping. These hogs were not showing signs consistent with a return to consciousness. A plant employee identified the hogs showing movement and applied a security knock with a captive bolt gun. The employee then reloaded the captive bolt gun and observed while the next basket dumped from the east stunner. Of the six hogs dumped out of the basket, one of the hogs rolled into sternal recumbency, held up its head while breathing rhythmically and spontaneously blinking. The plant employee immediately applied the captive bolt gun and effectively stunned the hog. At this time the machine was halted and the machine and sensors were assessed and recalibrated. Once this was accomplished, the remaining baskets were dumped and all hogs exiting the stunner were insensible. Operations Manager REDACTED was notified verbally and now in writing with this NR of the failure to comply with regulatory requirement 9CFR 313.5(a)(1). Immediate corrective actions were to halt the CO2 stunner, assess its function and recalibrate it. Additionally a monitor was posted to observe hogs as they exited the stunner. Further preventative measure will be outlined in the establishments written response to this NR.
