HATS CATEGORY VIII: Stunning Effectiveness At approximately 1130am on August 23rd, while performing a Livestock Humane Handling task, HATS Category VIII Stunning Effectiveness I observed the following noncompliance. I witnessed a plant employee attempt to stun a beef steer with a firearm. Upon firing, the bullet hit the top of the upper left quadrant of the skull. The animal was unbalanced and remained sensible but did not vocalize or attempt to move away from the plant employee. An immediate corrective action was taken by the employee and a second gunshot stun was successfully delivered to the steer, rendering the animal insensible. This is a noncompliance in violation of 9 CFR 313.16(a)(1) due to a failure to "produce immediate unconsciousness in the animal by a single shot" I notified to REDACTED of the noncompliance immediately.

I witnessed a plant employee attempt to stun a beef steer with a firearm. Upon firing, the bullet hit the top of the upper right quadrant of the skull. The animal remained standing, and did not vocalize or attempt to move away from the plant employee. An immediate corrective action was taken by the employee and a second gunshot stun was successfully delivered to the steer, rendering the animal insensible. This is a noncompliance in violation of 9 CFR 313.16(a)(1) due to a failure to "produce immediate unconsciousness in the animal by a single shot" I notified plant owner REDACTED of the noncompliance immediately. U.S. Retained Tag NO. B36851009 was applied to the knock box.

HATS Category VIII: Stunning Effectiveness At approximately 0925am on November 8th I observed the following noncompliance while performing a Livestock Humane Handling task, HATS Category VIII Stunning Effectiveness: I witnessed a plant employee attempt to stun a beef cow with a firearm. Upon firing, the bullet hit the cow in the upper right quadrant of the skull. The animal remained standing and did not vocalize or attempt to move away from the plant employee. The employee rapidly made it known that he required assistance and another trained plant employee took the firearm. An immediate corrective action was taken by the second plant employee and a successful gunshot stun was delivered, rendering the animal insensible. This is a noncompliance in violation of 9 CFR 313.16(a)(1) due to failure to “produce immediate unconsciousness in the animal by a single shot”. I notified Plant Owner REDACTED of the noncompliance immediately. No regulatory control actions were taken due to immediate implementation of a corrective action.
