HATS CATEGORY VIII: Stunning Effectiveness At approximately 11:45am on January 30, 2023, while performing a Livestock Humane Handling task, HATS Category VIII Stunning Effectiveness I observed the following noncompliance. I witnessed a plant employee attempt to stun a beef steer with a firearm. Upon firing, the steer tilted his head slightly down causing the bullet to hit the upper left quadrant of the skull. The animal was up, remained sensible but did not vocalize or attempt to move away from the plant employee. An immediate corrective action was taken by the acting floor manager, who took hold of the firearm from the plant employee and successfully administered a second gunshot stun, rendering the animal insensible. This is a noncompliance in violation of 9 CFR 313.16(a)(1) due to a failure to "produce immediate unconsciousness in the animal by a single shot". US Retained Tag No. B36850514 was placed on the stunning box and REDACTED Plant Supervisor, was notified immediately of the noncompliance.
