HATS CATEGORY VIII: Stunning Effectiveness At approximately 9:00am on March 26,2024 while performing a Livestock Humane Handling task, HATS Category VIII Stunning Effectiveness I observed the following noncompliance. I witnessed a plant employee attempt to ineffectively stun a bull with a firearm. Upon firing, the bull tilted his head slightly down causing the bullet to hit the upper left quadrant of the skull. After this first unsuccessful stun attempt, animal remained standing, unbalanced and remained sensible but did not vocalize or attempt to move away from the plant employee. An immediate corrective action was taken by the employee and a second gunshot stun was successfully delivered to the bull, rendering the animal insensible. This is a noncompliance in violation of 9 CFR 313.16(a)(1) due to a failure to "produce immediate unconsciousness in the animal by a single shot". I notified to REDACTED, Owner, was notified immediately of the noncompliance.

I witnessed a plant employee deliver an ineffective stun to a steer using a firearm. Upon firing, the steer tilted his head slightly down causing the bullet to hit the upper left quadrant of the skull. The animal dropped to the ground, then stood back on its feet, was sensible, but did not vocalize or attempt to move away from the plant employee. The plant employee took immediate corrective action and successfully delivered an effective stun that rendered the animal insensible. This is a noncompliance in violation of 9 CFR 313.16(a)(1) due to a failure to "produce immediate unconsciousness in the animal by a single shot". US Retained Tag No. B38977304 was placed on the stunning box and REDACTED, Owner, was notified immediately of the noncompliance.
