On 7-25-23, at approximately 8:14 am, I, CSI, REDACTED, observed the following non-compliance while performing the Livestock Humane Handling Task HATS category VIII. On the fourth of five inspected beef to be slaughtered the stunner, REDACTED, used the 22 rifle with a 22 magnum shell for the stun. The animal went down on its chest and belly but was not rendered unconscious. This is not compliant with 9 CFR 313.16(a)(1). A second attempt with the backup that was ready was successful in rendering the animal unconscious. The knock box is large enough that it does not limit the free movements of the animals and allow the stunning blow to have a high degree of accuracy. This is not compliant with 9 CFR 313.16(b)(1)(iii). Upon observation of the skull there was one shot that was approximately 1⁄2 to 1 inch above the optimal area to apply the stun and a second shot which was in the optimal area where the stun shot should be placed. Owner, REDACTED was notified of this non-compliance.

At approximately 0900 hours while performing a routine livestock humane handling verification task with HATS categories VII and IX, the following noncompliance was observed in the holding pen area. There was one beef left and the animal was laying down on it's belly/brisket. Two employees were attempting to rouse the animal which then fell landing back onto the belly and brisket several times after getting up. No injuries to the animal were observed. The beef had been observed being ambulatory during ante mortem by the IIC and by the SPHV when employees were in the process of moving it to the chute. 9 CFR 313.2 requires adequate footing be provided to prevent slips and falls. Owner REDACTED was informed of the noncompliance.

On 4-25-23 at approximately 7:15 am, I CSI REDACTED observed the following noncompliance while performing the Humane Handling Task under HATS Categories III and IV. In the lower livestock receiving and holding pens there was one pen without available water. This pen contained one animal that arrived the night before. This is noncompliant with 9 CFR 313.2(e). In this same pen there was one gate that was not secured on one end and was swung open into the pen containing the animal. The gate not being secured on one end and open as it was, could allow an animal to become entangled and cause injury. No injuries were observed. This is noncompliant with 9 CFR 313.1. Owner, REDACTED was notified of the non-compliances.
