On 08/13/24, while conducting a Humane Handling task on HATS Categories VIII and IX, I, CSI, REDACTED, observed the following non-compliance at approximately 0955 hours. While attempting to knock the first goat of the day, ear tag #008, Mr. REDACTED Owner, failed to successfully deliver a knock with a 22 LR caliber. Mr. REDACTED immediately took a secondary shot with the 22-magnum located in the designated area, that was successful in rendering the animal unconscious. During the time it took Mr. REDACTED to grab the secondary weapon for the backup shot, the goat remained standing and vocalized several times. Upon inspection of the head, one shot was placed at the base of the right horn and the other shot was located in a proper location. This is non-compliant with 9 CFR 313.16(a)(1) because the animal must be immediately rendered unconscious with a single shot. REDACTED was notified of the noncompliance. Upon inspection of the head, one shot was had proper knocking placement, and the other shot was 1”- 1 1⁄4” lower. This is non-compliant with 9 CFR 313.16(a)(1) because the animal must be immediately rendered unconscious with a single shot. Mr. REDACTED was notified of the noncompliance. At approximately 1015 hours on 6/11/2024 the following noncompliance with HATS category VIII was observed. Employee REDACTED attempted to stun the fourth hog of the day with the 22. The shot hit the hog but hog did not lose consciousness and began vocalizing. Owner REDACTED was observing and grabbed the pre-loaded 22 magnum for a backup stun. There was no sound from the magnum and no bullet discharged. Mr. REDACTED had additional magnum shells ready and immediately re-loaded and was successful in rendering the hog unconscious. Upon inspection the first shot was slightly off the mark. Mr. REDACTED was notified of the noncompliance with 9 CFR 313.16(a)(1). This was the second NR of the day where the first stun attempt was unsuccessful. This NR will be associated with the earlier NR # XQC3908063911N.

On the first hog of the day the initial stun with the 22 magnum, the hog remained standing. An immediate second stun with the 22 magnum was successful in rendering the hog unconscious. Owner REDACTED was notified of the noncompliance with 9 CFR 313.16(a)(1). NR XQC4907060004N was due to similar cause and was issued on 6/4/2024. These two NRs will be associated.

On 06/04/24, while conducting a Humane Handling task on HATS categories VIII and IX, I, CSI, REDACTED observed the following non-egregious non-compliance at approximately 0800 hours. While attempting to knock the 3rd animal of the day, which was a steer under 30 months of age, REDACTED, Owner, failed to deliver a successful knock with the 22 LR caliber. The initial knock did not render the steer unconscious or cause the animal to lose its footing. An immediate secondary shot was delivered by an already loaded 22 magnum in an adequate location to the proximity of the knock box, successfully rendering the animal unconscious. Upon inspection, the first bullet was placed in an appropriate location however it did not go all the way through the skull of the steer. This is non-compliant with 9 CFR 313.16(a)(1). On 04/02/24, while conducting a humane handling task on HATS Categories IV and VIII, I, CSI, REDACTED, observed the following non-compliance at approximately 0750 hours. During slaughter, an employee attempted to stun a steer, with ear tag 163. The first initial knock attempt did not render the steer unconscious. The employee immediately took a second shot which successfully rendered the steer unconscious. Upon inspection the first bullet hole was placed over the left eye of the steer. This is a non-compliant with 9 CFR 313.16(a)(1) because the animal must be rendered unconscious with the first attempt. REDACTED, Plant Owner, was notified of this non-compliance.
