Non-Compliance Description:

HATS Category III - Water and Feed Availability. At approximately 11:30am on 05/01/2023, I, CSI REDACTED was performing a scheduled PHIS SPS Verification Task when I observed the following non-compliance and immediately initiated a Directed Humane Handling Task. I observed 7 cattle in the chute leading to the knock box. The cattle were observed at 11:30am and remained in the chute with no access to water until 01:00pm due to a piece of equipment that broke down on the slaughter floor causing slaughter operations to come to a halt at 10:30am. Slaughter operations halted, and the establishment elected to keep the animals in the walk up chute, thus this chute becomes a de facto holding pen, and the animals must have access to water. I immediately took regulatory action and notified Plant Manager, REDACTED of the non-compliance with 9 CFR 313.2(e). Immediate corrective actions were taken by the establishment to provide water. Two barn employees removed the cattle from the chute in front of myself and SPHV REDACTED Mr. REDACTED was notified that non-compliance documentation would be forthcoming.
