Non-Compliance Description:

HATS Category VIII: Stunning Effectiveness, 9CFR313.15(a)(1) At approximately 1155 on Friday September 27, 2024, while walking towards the slaughter floor, IPP observed a plant employee stunning a bull. The bull was laying down by an open gate in the north side snake leading to the knock box. The stun operator approached the live bull and used a handheld captive bolt for the first ineffective stun attempt. The bull remained with the head upright, eyes tracking and rhythmic breathing. The stun operator had a secondary captive bolt stunner available but decided to reload the same captive bolt to perform a second and effective stun which rendered the bull unconscious. IPP took regulatory control action by placing US Reject tag NO. B-45809331 on the establishment stun box. The plant manager was notified of the forthcoming noncompliance record. Upon inspection of the head, both stun applications were within target zone, but the first stun was angled towards the poll of the head and the second stun was angled straightforward. The Dallas District Management Team was notified through supervisory channels. The establishment has implemented a robust systemic approach to humane handling of livestock. There have been no noncompliance records issued for the same root cause within the past 90 days.
