In 1989, Mali had the highest neonatal mortality rate (per 1,000 live births) in Africa (68.50), followed by Guinea-Bissau (64.20), and then South Sudan (64.00). Seychelles had the lowest neonatal mortality rate (per 1,000 live births) (11.40) in Africa in 1989.

The World Bank defines neonatal mortality rate as "the number of neonates dying before reaching 28 days of age, per 1,000 live births in a given year".
