Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2010, the citizen voting-age population for Pennsylvania was 9,475,230 and represented 75.12% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen voting-age population (1.07M), followed by Allegheny (949.83K), and Montgomery (576.60K).

In terms of percentages, Forest had the highest percentage of its population being citizens of voting-age (85.70%), followed by Sullivan (81.44%), and Columbia (80.14%).
