Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2011, the citizen voting-age population for Pennsylvania was 9,536,600 and represented 75.32% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen voting-age population (1.09M), followed by Allegheny (953.08K), and Montgomery (580.83K).

In terms of percentages, Forest had the highest percentage of its population being citizens of voting-age (86.38%), followed by Sullivan (82.77%), and Columbia (80.28%).
