Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2014, the citizen voting-age population for Delaware was 674,335 and represented 73.53% of the total Delaware population.

Among all Delaware counties, New Castle had the highest citizen voting-age population (395.59K), followed by Sussex (155.17K), and Kent (123.58K).

In terms of percentages, Sussex had the highest percentage of its population being citizens of voting-age (76.16%), followed by Kent (73.79%), and New Castle (72.47%).
