Kaufman County had the highest net migration rate per 1,000 population (77.57), followed by Hudspeth County (56.45), and Comal County (51.52). On the other hand, Garza County had the lowest net migration rate per 1,000 population (-359.34), followed by Howard County (-117.47), and Loving County (-116.5).
