Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2012, the citizen voting-age population for Pennsylvania was 9,590,430 and represented 75.52% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen voting-age population (1.10M), followed by Allegheny (955.89K), and Montgomery (586.06K).

In terms of percentages, Forest had the highest percentage of its population being citizens of voting-age (86.89%), followed by Sullivan (82.18%), and Cameron (80.63%).
