Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2015, the citizen voting-age population for Illinois was 8,980,000 and represented 69.75% of the total Illinois population.

Among all Illinois counties, Cook had the highest citizen voting-age population (3.50M), followed by DuPage (638.72K), and Will (462.78K).

In terms of percentages, Pope had the highest percentage of its population being citizens of voting-age (83.49%), followed by Brown (82.80%), and McDonough (81.26%).
